Shop tiers set rarity odds, not power directly, since star level and traits decide fights. Set 18 counts run 14 one gold, 13 two gold, 14 three gold, 14 four gold and 10 five gold champions. Traits rotate each set, so an Inferno Shen here does not match older sets. Lux carries the Avatar trait and can appear under other traits in some shops. Monster units like Gromp and Krug sit outside these rows since they are not League champions.
