How to use it

Pick two edicts and a unit in the top row. The three boxes below stay linked. Change any box and the other two update. One box holds a count of the first edict, one holds the matching count of the second, one holds the total in Unity. Try 1 A Grand Fleet decree against 1 Fortify the Border, then click any table row to load it as Entry A with amount 1.

Base upkeep means size 0 math before the empire size term. A size 100 empire pays double the base. Edict Fund covers Unity upkeep up to its cap from Imperial Cult, Executive Vigor and traditions, and overflow comes from storage. Old Influence edict costs from pre 3.0 builds are retired and stay out. Omitted: Campaigns that cost energy or food, strategic resource edicts that cost gases or crystals, and Sacrifices that cost pops, because they use no Unity upkeep.
