About this converter
Path of Exile 1 skill gems list required character level plus strength, dexterity and intelligence. Starters need level 1. Fireball, Heavy Strike, Double Strike, Ethereal Knives and Dual Strike all open at 1 with zero stats. Detonate Dead opens at 4. Arc, Ice Nova and Ice Spear open at 12 with 33 intelligence. Cyclone opens at 28 with 29 strength and 42 dexterity. Level 20 gems need level 70 with 155 in the main stat. This page uses level 1 needs for low rows and adds two level 20 rows for the top.
How to use it
Pick two entries and a unit in the top row. The three boxes below stay linked. Change any box and the other two update. Try Cyclone level 1 against Fireball level 1 to see the 28 to 1 starter gap. The result line prints the equality plus the per unit ratio. Click a table row to load that entry as Entry A with amount 1.
All values are PoE1 3.x, not PoE2, which uses 1 to 90 for Nova and different bases. Stat needs climb per gem level but only endpoints are listed to keep math clear. Righteous Fire at 16 and Lightning Strike rework at 12 lack full 1 to 20 excerpts and are left out. Omitted: quality bonus and mana cost scaling, which vary by support links.

Fireball, Heavy Strike, Double Strike, Ethereal Knives and Dual Strike. All need character level 1 with zero stats.
What needs level 12?
Arc, Ice Nova PoE1 and Ice Spear PoE1. All need level 12 with 33 intelligence.
What needs level 28?
Cyclone and Cyclone of Tumult. Both need 28 with 29 strength and 42 dexterity.
What is max gem level need?
Level 20 gems need character level 70. Fireball needs 155 int, Cyclone needs 68 str plus 98 dex.
